Poroskaltim.com, BALIKPAPAN - Ketua Fraksi PKB DPRD Kota Balikpapan, Halili Adinegara mendukung penuh terhadap pembentukan Panitia Khusus (Pansus) untuk mengusut mandeknya pembangunan Rumah Sakit Sayang Ibu di Kecamatan Balikpapan Barat.
Diketahui, proyek fasilitas kesehatan yang berlokasi di Gang Perikanan, Kelurahan Baru Ulu tersebut saat ini terhenti, meskipun progres pembangunan telah mencapai sekitar 20 persen. Padahal, anggaran yang dikucurkan melalui APBD Kota Balikpapan Tahun 2024 untuk proyek ini sekitar Rp106 miliar.
Menanggapi kabar dugaan rencana lelang ulang oleh Pemerintah Kota Balikpapan, Halili yang juga merupakan Wakil Ketua Komisi III DPRD Balikpapan menegaskan agar langkah tersebut tidak dilakukan secara tergesa-gesa. Ia menilai, lelang ulang seharusnya menunggu hasil audit resmi serta pembentukan Pansus, guna mengurai secara transparan penyebab terhentinya pembangunan.
“Pansus perlu dibentuk untuk mengevaluasi kinerja seluruh pihak yang terlibat, termasuk konsultan Manajemen Konstruksi (MK) yang dibayar untuk melakukan pengawasan proyek,” ujar Halili, Selasa (20/1/2026).
Menurutnya, Pemerintah Kota dan DPRD Balikpapan perlu duduk bersama melalui Pansus agar dapat menggali secara menyeluruh akar permasalahan kegagalan proyek tersebut. Langkah ini dinilai penting agar tidak menimbulkan dampak hukum maupun teknis bagi kontraktor yang akan melanjutkan pekerjaan ke depan.
“Jangan sampai pemenang tender berikutnya harus menghadapi persoalan hukum yang ditinggalkan kontraktor sebelumnya. Kita harus benar-benar memahami masalahnya, karena proyek ini menggunakan uang rakyat,” tegas pria yang sekaligus Anggota Badan Anggaran (Banggar) DPRD Balikpapan ini.
Halili juga menyoroti peran strategis konsultan pengawas atau Manajemen Konstruksi (MK) yang seharusnya bertanggung jawab penuh dalam memastikan pelaksanaan proyek berjalan sesuai waktu, biaya, dan mutu yang telah ditetapkan.
Kendati begitu, ia berharap pembentukan Pansus dapat segera direalisasikan agar persoalan pembangunan Rumah Sakit Sayang Ibu tidak berlarut-larut dan tidak menimbulkan pertanyaan berulang di tengah masyarakat.
“Rumah sakit ini dibangun untuk kepentingan rakyat, biarkan semua masyarakat juga tenang dengan situasi ini. Jadi sebelum dirampungkan nantinya, mari kita selesaikan persoalannya dulu, agar tidak terjadi kesalahpahaman dari warga dikemudian hari," harapnya. (man)
